A mixed picture opens the week. Output indicators are still negative but easing sharply, civils starts have jumped against the wider trend, and the cladding remediation programme widens on 17 August. Construction PMI rebounds, but civil engineering remains the weakest sub-sector
The S&P Global/CIPS UK Construction PMI rose to 44.7 in July from 38.4 in June, the slowest rate of decline in four months, although still below the 50.0 no-change mark. Commercial work was most resilient at 46.8, house building registered 41.8, and civil engineering was weakest at 38.3. Hiring angle: Nineteen months of continuous headcount reduction has thinned the mid-level bench at consultancies and contractors alike, so when tender pipelines convert, employers will be chasing the same short shortlist. Glenigan index: starts fall again, but civils work bucks the trend
The August Glenigan Index reported that underlying work starting on site in the three months to the end of July fell 11% against the preceding period and stood 29% below last year. Residential starts fell hardest, down 25% quarter on quarter and 46% year on year; non-residential starts slipped 4%. Civils work starting on site, by contrast, rose 34% quarter on quarter, though it remained 15% below last year. See the Glenigan figures.
Hiring angle: A 34% quarterly rise in civils starts is the clearest live signal in the data, and it is already translating into candidate demand for geotechnical, drainage and highways design engineers. Housing-led practices, meanwhile, are the ones most likely to need discreet headhunting support as they rebalance teams towards infrastructure and water frameworks.
Cladding Safety Scheme opens to buildings under 11 metres on 17 August
Government has extended remediation funding to residential buildings below 11 metres, with applications under the updated Cladding Safety Scheme opening on 17 August 2026 for an eight-week window, prioritised on risk. The expansion comes as a Whitehall assurance body downgraded delivery confidence in the wider remediation programme to red, citing capacity constraints and rising costs. Hiring angle: An explicit capacity warning from Whitehall is, in recruitment terms, a talent shortage warning: the programme needs more chartered assessors, and demand for fire engineer vacancies and facade engineer jobs will tighten further once the eight-week window opens. Construction still leads every sector for insolvencies
The Insolvency Service recorded 3,805 construction company insolvencies in the twelve months to June 2026, the highest of any industry where a sector was captured and around 17% of all cases. Consultancy consolidation continues as Ethos acquires 3DEC
Ethos Engineering has acquired UK consultancy 3DEC Ltd, extending a run of cross-border consolidation in the sector that has also seen Savills buy M&E specialist MEIT Consultants and Cowi acquire Punch Consulting Engineers. Read the announcement.

Dogger Bank South substation consent adds to the grid pipeline
National Grid has secured planning consent from East Riding of Yorkshire Council for the Birkhill Wood substation, which will connect three offshore wind farms to the transmission network.
